Rebecca Northrop is an independent Management Consultant with extensive professional experience in assisted housing, real estate development, project management, change management, organizational assessment/development and urban planning.
Ms. Northrop has assisted clients in the planning and administration of HUD programs, including RAD and PH transformation efforts. She has provided technical assistance to PHAs on behalf of the US Department of Housing and Urban Development (HUD). She has assisted clients with the improvement and administration of the Public Housing, Community Development Block Grant (CDBG), CDBG-DR, Housing Choice Voucher, Strong Cities/Strong Communities Initiative, and HOPE VI Programs.
She has assisted clients with technical assiatnce in project management, urban and physical development planning, community revitalization, stakeholder consensus building, developing documentation needed to obtain HUD approval to proceed to financial closing on low-income housing tax credit, bond and homeownership projects, developing and monitoring community and supportive service programs, and reviewing and advising clients on the implications of various legal structures and evidentiary documentation.
In addition, she has assisted government clients with change management initiatives to streamline business systems, improve organizational output and increase efficiency. Three such recent engagements are described below.

She is currently assisting a County by developing a streamlined business process for all business travel and an automated travel approval/processing system. Tasks involved include gathering input from stakeholders, obtaining executive buy-in, revising travel/training procedures, integrating ethic ordinance requirements, ensuring compliance with State law and training executive, senior and administrative staff in new system requirements.

Recently completed a process improvement effort under contract to HUD's Policy Development and Research Office for the city of Youngstown, OH’s demolition efforts. As one of the White House’s Strong Cities, Strong Communities (SC2) initiatives, was responsible for assessing systemic strengths and shortcomings, engaging stakeholders in the improvement process, reviewing and compiling “best practices,” developing a comprehensive process improvement report and presenting findings/recommendations to the city of Youngstown.

Completed an organizational review of the Housing Assistance Corporation, a for-profit subsidiary of the Housing Authority of El Paso, TX. The objective of the assessment was to assess and make recommendations to better compete in the private housing market.
